This webpage provides a roadmap for using the rezoning resources available on this site and from the City of Seattle.

As part of its current comprehensive growth plan (called the “One Seattle Plan”), the Mayor’s Office of Planning and Community Development (OPCD) sent proposed zoning changes to the Seattle City Council for review, modification and approval in early 2025. After modifications were made, the One Seattle Plan and zoning changes were approved by City Council and Mayor Harrell in December, 2025, and went into effect in January, 2026. More information about Council’s process, as well as an overview of the actual zoning changes, can be found on the September 2025 Update webpage.

The City is working on the comprehensive plan and related zoning changes in several phases. Phase 1 included passage of the One Seattle Plan itself, plus zoning changes that are largely focused on Neighborhood Residential lots. As part of the One Seattle Plan, Phase 1 also established approximately 30 “Neighborhood Centers,” which will be zoned for mid-rise buildings such as apartments and condos. This is intended to increase housing density near amenities and transit. Montlake’s Neighborhood Center boundary is found on this map. Phase 2 (now called “Centers and Corridors Legislation”) will establish building height limits, density, parking, etc., within those Neighborhood Center boundaries. This will be done in 2026. Additional phases may be added as necessary.
